This warning means that thresholdmon was unable to retrieve any values from Graphite for anything matching "nav.devices.10_10_11_1.ports.Te1_1_12.ifOutOctets" for the configured interval. Unfortunately, the log message doesn't say what interval was configured in that threshold rule, so you'll have to fill in that information yourself.

You should use an interval of 10-15 minutes for octet counters, as at least two counter values are required to calculate a traffic rate.
