The feature release of the new NAV 4.1 series is now available.
The source code is available for download at Launchpad . A new package for Debian Wheezy has _not yet_ been published in our APT repository , but will be sometime tomorrow, Friday.

Please refer to the release notes  for further information on upgrading.
Because the 3.15 and 4.0 series have been maintained in parallel with the 4.1 development line, you may need to use the -o option if you are executing the `navsyncdb` program manually for schema upgrades. Also, as the release notes describe, `navsyncdb` will need postgres superuser access to install the required `hstore` extension.
