I was going to answer yes - then I checked, and the answer is no :-(
The cabling and patch sections of SeedDB appear to support bulk import from CSV files - but the navdump command line program does not actually have an option to dump either of those tables.
The fact that you are the first to ask this question just goes to show how under-utilized this part of NAV has been by users.
