Unfortunately, no.
It's been lingering just outside our roadmap for quite a while, though: https://github.com/Uninett/nav/issues/1177
The underlying SNMP library supports it, and now that NAV 5.0 has the management profile system, the necessary bits to support it can be implemented that much easier.
We're focusing on NETCONF and related protocols, and due to internal projects, we're also looking at using third party (proxy) APIs for equipment configuration through PortAdmin.
If the right people push for SNMP v3, though, I'm sure we'll find the time to look at it (and I can always mentor someone who wants to implement it themselves).
