No. You should probably look into RANCID [1]. There was at some point some ideas to integrate RANCID and NAV, but the resources were never allocated. At UNINETT we extensively use tftp to store device configs, but storing a running config to the tftp serverr must be initiated from the device itself. RANCID is more proactive in this regard.
