Need to add devices manually?

Hi, I am trying nav for the first time. I have a seed device. A LLDP neighbor us detected as "unrecognized neighbor". nav can access the device with SNMP. nav does not add this device automatically. Do I have to add the new device manually? Why does nav not add it automatically?
