I can't help with a step-by-step for RH9, but have you looked at CentOS?

CentOS conforms fully with the upstream vendors redistribution policy and aims to be 100% binary compatible. (CentOS mainly changes packages to remove upstream vendor branding and artwork.) The "prominent North American Enterprise Linux vendor" they talk about is Red Hat. That means that CentOS 4.1 is the same as Red Hat Enterprise Linux 4 AS Update 1, and you can mostly use my step-by-step guide for NAV3 on RHEL4 to install it. The difference would be that you should use "yum install" instead of "up2date" (and not register with RHN). Also import the CentOS GPG key instead of the RH one. I can be more specific with this if you or anyone else is interested.
