Thanks for the help, Kristian. Linking the files and restarting the tomcat server fixed.
This step is missing in the InstallingOnSLES, so I went ahead and added it as follows:

Next, symlink the .jar files as well:
cd /usr/share/tomcat/shared/lib ln -s /usr/local/nav/lib/java/*.jar .
You might want to check my work. ;-)

You need to copy or symlink the NAV jar files into the shared/lib tomcat directory.
