Binary packages for Debian will be made available as soon as possible. The Debian package is maintained by Morten Werner Forsbring, on commission From UNINETT.
It seems as if Werner has gone on vacation.
I have therefore taken the liberty to prepare a Debian package of 3.12.4 myself, based on Werner's 3.12.3 package.
The package is available for download here (i.e. not an apt repository):

If I have time, I may look into preparing a Debian package of 3.13.0b1 as well.
