I would assume boils down to the fact that PortAdmin chooses a Cisco SNMP management backend based on this device reporting a Cisco enterprise number in its sysObjectID.
The problem is that your CBS-350 doesn't use any of the regular Cisco MIBs, so it cannot really be treated as a Cisco device by NAV. This backend tries to fetch VLAN information using Cisco proprietary MIBs that your device just doesn't use, and so it ends up not knowing what to do with it.
If the CBS-350 actually supports SNMP write operations to MIBs like the Q-BRIDGE-MIB, you could possibly get it to work if PortAdmin were to choose the generic SNMP management backend instead. But that would require us to make the backend selection logic even more intricate, as basing it on vendor identification alone is no longer sufficient.
