I see, but INSTALL.rst specifies that NAV needs PySNMP-SE, not PySNMP 4.
If you need to install PySNMP-SE from source, it can be found here: http://sourceforge.net/projects/twistedsnmp/files/pysnmp-se/3.5.2/
