I DIDN'T FIND "types.sql" in /usr/local/nav/doc/sql/ while it is mentioned in "/usr/local/nav/doc/sql/README" file. Interesting, what is that supposed to mean?

Bug in the 3.1 release; types.sql is not copied by the make process, but you will find it in the source directory doc/sql/.
