Until I tried viewing the page using Internet Explorer, I didn't understand what the fuss was about. Upon closer examination, it looks like the report template outputs very bad and broken HTML, which I have now attempted to mend (save for the other bad HTML produced by the MainTemplate, which was not the problem here).
Apparently, Firefox is more forgiving when attempting to render bad HTML than Internet Explorer is.
The fix will be available in the next release (or from r3163 on trunk for those who like to use the bleeding edge from the Subversion repository).
